 Bridging Technology and Legal Insights: The Strategic Partnership Between Peersol and Cultural Expertise

Client Introduction
CulturalExpertise is a European Research Council funded project led by Dr Livia Holden. Cultural Expertise is dedicated to exploring the role of cultural expertise in conflict resolution and aids rights determination by providing insights into socio-legal contexts across Europe. We examine its use and impact across Europe and the UK, aiming to map its application in legal and non-court settings, create a toolkit for measuring its impact, and design training modules. Our work also includes developing a searchable database and providing policy guidelines for promoting inclusivity across Europe.
Problem Statement

Facing theDigital Divide: Challenges in Displaying and Managing Legal Research

Cultural Expertise was facing challenges with their legacy system, as their website was outdated and their products were not properly aligned, making it difficult to showcase their research effectively. They needed to build a modern CMS to display their extensive research and develop a comprehensive database for court judgments, expert reports, and related content. Integrating this new database with an existing open-source system, along with other tools for importing complex data, was crucial. Additionally, they sought to make this data accessible in multiple languages, enabling legal professionals to search and filter content based on their needs. To support their research commercialization, they also wanted to develop tools like Elydor, an AI-based PI redaction tool for legal documents, and K-EXP, a toolkit for identifying quality experts and evaluating expert reports. All systems needed to be deployed in a secure, scalable environment to ensure smooth operations and support future growth.

Objectives

Key Objectivesof this Project Were to:

Solution

Crafting aTailored CMS: Showcasing Research and Streamlining Data Access

We provided Cultural Expertise with a modern, integrated CMS to showcase their research, along with a robust database solution to manage complex legal data across multiple languages. Our solution also included the development of specialised tools like Elydor and K-EXP to support their research commercialisation. The technology stack we used includes PHP, Python, React, Express, Node, MongoDB, MySQL, AWS, LLMs, GitHub, CI/CD, and AWS to build and deploy a secure, scalable, and efficient platform.

CMS and Front-End Development
We built a modern CMS using PHP and React to allow Cultural Expertise to efficiently manage and display their research, court judgments, and expert reports. The CMS was designed for easy content alignment and a seamless user experience for legal professionals searching for specific data.
Database Integration and Management
To handle the complex data, we integrated MongoDB and MySQL, ensuring smooth data management across multiple systems. The database was connected to existing open-source solutions for seamless data import and management, enabling quick retrieval of legal documents and expert reports.
Multilingual Search and Filtering
We incorporated advanced search and filtering functionalities to allow users to access data in multiple languages. Leveraging Python and Node.js, we developed a system that enables legal professionals to filter, search, and access relevant data based on their needs and preferences.
Tool Development for Legal Sector
We developed specialised tools like Elydor, an AI-based PI redaction tool, and K-EXP, a toolkit for expert identification and assessment. These tools were integrated into the platform using technologies such as Python, React, and AWS to ensure scalability and usability.
RESULTS
The new platform significantly enhanced the accessibility, searchability, and management of complex legal data for Cultural Expertise, improving both internal operations and the user experience for legal professionals. The solution’s scalability and security ensure long-term growth and seamless future expansions.
